    This looks like a flight cover (postcard, in fact), postmarked Smolensk. I can't make out the date.

    A bit more info for you:

    The first two lines of white on red at the bottom read "INFORMATION ON AIR POSTAGE" and the phrase beginning "KAK CPE..." around the globe translates as "As a means of quick messages"

    There is a date 25/X 1931 at the bottom of the card

    Conclusion: it's a postal stationery card for an internal air mail service

    The date should be April, 13th 34 (13434 - 13 = day, 4 = month, 34 = year, this is what I found out, when I have to identify postcards form Russia)
