    KGV seems a most unlikely candidate.
    The scene is not in Britain - the military uniforms of the officer on the right and the soldier in the rear certainly not.
    The name of the barge (Düna) suggests that the large river might be the River Daugava which flows through Belarus and Latvia to reach the sea at Riga - and known as the Düna in German. The group is standing on a rather ordinary river barge, with work going on around and at a simple working wharf. Doesn't look like a royal visit.
    Not a likely destination for KGV.

    The tall man doesn't look anything like King Haakon VII at the time of his coronation in 1906 - not least because he had a very distinctive moustache. Also note the relative ages of the Prince of Wales (41) and the King of Norway (34).

    Is there any reason to suppose that this photo has anything to do with Western European royalty?

    The man on the left, who I thought might have been King George V, could, on reflection and given what others have posted, be Tsar Nicholas II, his cousin and who looked like his twin brother!
