EU VAT Reform

Thanks Alan, Will wait and see how it looks when my first order comes through. I dont normally print delivery notes etc until after payment so hopefully this will not be as bigger change for me.

The important thing to avoid your customer paying VAT again is to get Delcampe's IOSS number from the slip into the customs form and electronic customs data.

As baltija says this will then link to the tracking barcode or the barcode on the customs form. The receiving country can then scan the barcode, see that there is an IOSS number attached to the package and then clear it quickly without going through full customs checks - other than a occasional random fraud check at a guess.

The other site is recommending using click and drop for this as post offices will not be inputting IOSS data as standard from handwritten customs declarations. Tamebay have stated that there may be a procedure at post offices, buit I've seen reports of issues with it already.

Delcampe don't have their correct IOSS number yet. They hope to have it by the end of the week.

However, I think this will be applied to the final documentation (delivery note or whatever) rather than being something that can be attached to the envelope as a barcode.

'Click and drop' wouldn't work for me. I am only shipping envelopes!

    We'll see ....

I'm using Click and Drop for envelopes since COVID and its working ok for me so far. Cut and pasting the addresses accross to the website and adding the order details does not take too much longer than writing out the envelopes etc by hand. Obviously you cant use old stamps for cheaper postage though!

As far as I know Click and Drop is the only way to give the Delcampe IOSS correctly unfortunately.

Both Royal Mail and the Post Office says your customer may also be charged VAT and the Handling fee again at the border where the IOSS is not supplied electronically.

Some of the larger marketplaces have a manual process with the post office to get around this. A small marketplace like Delcampe havent, and they cant really be expected to monitor the postal processes of 150+ countries.

You don't need to find it.
The system handles it when the invoice and delivery notes are produced assuming the buyer pays the import VAT.
If you are concerned ask Delcampe.

Although I guess ha it was not the intention of EU VAT legislators, all these VAT "reforn" matters could well be a bonus for sellers like me happily outside the EU or UK.

My letters are still arriving in EU countries without any VAT or Customs problems and any VAT savings by the buyer offset the increased intercontinental postage charges......and, of course, the cost of registered mail here is only a fraction of the average EU/UK cost

    Thank you EU....

Maybe true, but the "risk" has not become actuality yet and things are much the same as they has been for the last 10 years since I left the UK for sunnier climes - stamps, covers, philatelic documents and similar.all sent by registered post.with no duty levied anywhere in Europe over that whole period on about 10,000 mailingsi

We wll see......in the meantime,I am happy that my orders from EU countries - principally France and Germany, have more than quadrupled since July 1 Co-incidence?

    Hi there.
What I do not understand is that DC is stating the import VAT on shipments from outside the EU is only applicable for PROFESSIONALS.

Can you elaborate as the EU regulation does not define such an exception? Thank you.

"As soon as you buy a product from a non-EU country, then effectively you become an importer and become liable to Customs and Excise Duty as well as Value Added Tax (VAT) payments. If the terms of sale do not specify another arrangement, the goods would normally be held by the Customs Authority at entry, pending the payment of duty and tax."

    Warnings
VATSearch for available translations of the preceding linkEN•••, CustomsSearch for available translations of the preceding linkEN••• and Excise dutiesSearch for available translations of the preceding linkEN••• are likely to be paid on top of the advertised purchase price.

A Customs DeclarationSearch for available translations of the preceding linkEN•••must be submitted.

Some commercial websites may offer to show a value on the Customs DeclarationSearch for available translations of the preceding linkEN••• that is much lower than the actual price paid so that you don't have to pay duty and/or VAT which may result in seizure of the goods.

Customs Duty is not due for goods, provided directly to the buyer when their value does not exceed 150 euros.

This exception does not apply to perfumes and toilet waters, tobacco or tobacco products, and alcoholic products which are subject to special limits on the quantity provided.
