Born in 1890, Chiang Wei-shui adopted Syuegu as his hao-or style name-later in life. Chiang was a native of Yilan, and his ancestors originally hailed from Longsi County in the Jhangjhou area of Fujian Province. He first studied Chinese with Jhang Jing-guang, a Confucian scholar in Yilan and then he entered the Yilan Public School.
In 1915, he graduated from the Medical School of the Governor-Generalship of Taiwan (the forerunner of the College of Medicine, National Taiwan University). In 1916, he opened Daan Hospital in the Dadaocheng area of Taipei. Numerous times, he participated in drafting a petition for a Taiwan parliament. In 1921, he founded the Taiwan Cultural Association. In 1926, he founded the Culture Bookstore. Chiang was a powerful mover and shaker behind the Taiwan People’s Party, which was founded in 1927.
In 1928, he founded the Taiwanese Labor Alliance. He was a central figure in the colonial resistance movement and one of the most influential political leaders during the Japanese occupation. He devoted himself body and soul to the people of Taiwan until the day he died of typhus in 1931. He was eulogized as the "savior of the Taiwanese People."
