Time to wait before opening a dispute?

    It has been 2 months since the seller has shipped my purchase with a tracking number which begins with LA. I have already received several other letters from the same country with tracking number beginning with R without any incidents. When I approached the post office, they said that tracking numbers beginning with L are not trackable. So far, I have received 2 other letters from other sellers who had shipped with similar L tracking number. And as mentioned by the post office, the letters with tracking number R were updated till the end. Whereas those with L were only updated till they left the country of origin.

    Even during the pandemic, the slowest letter that I received took 53 days. The seller is insisting that I wait some more time.

    Is there any time limit within which I should raise a dispute? I do not want to lose my money. Thank you.

    Go to the sellers country Post Office site and track the letter. This will show how far the letter has travelled. If it has reached India it is probably being held by your customs which is outside the sellers control and IMHO now your responsibility.

    Otherwise if you paid by Paypal initiate a chargeback for non delivery. If Paypal cannot see his tracking you will get your money back and you need to do this quickly as there is a time limit on claims.

    Whatever the seller may say it is his responsibility to get the items to you as he uses and chooses the agents for shipping your item and only he can claim for their loss. But if seized by your customs it is your responsibility.,

    Thank you for the reply. As I mentioned in my OP, the option the seller used to ship is not truly trackable. I have had other packages from the same country shipped with tracking option which are tracable till the end. There was this one another seller who shipped with same tracking as this one, but I received that letter. Also, if it was seized by customs, I would have already received a notification as I frequently receive for several of my other letters.

    I paid using PayPal on 28 August and the seller had shipped on the 29th. What is the time limit for making claim?

    Try a claim. If you are outside the limit Paypal will tell you. If you are outside the limit then there will be nothing you can do except hope your seller eventually refunds you if the letter has gone missing.

    If there is a tracking number the home country post office web site will give you the current status of the letter. Or there are plenty of international mail tracking sites you can use. Here 'Google' is your friend if you wish to try any of them.

    How do I make a claim directly with PayPal? I opened a dispute but after several messages back and forth with the seller without any conclusion, I clicked on the "Request mediation" option. But, I am getting this warning before I can conifrm:



    "Please note that Delcampe cannot intervene if your mediation request relates to a problem with postal services (the item was paid for and sent, but not received).

    It is impossible to determine whether the buyer, the seller or the post office is responsible. The best approach in this case is for the seller to contact the post office. Thank you for your understanding."

    So, what do I do next?
