    I'm posting this issue here because the people affected are most likely to be found here, and the API connection between Delcampe and PayPal is affected.

    An old problem has resurfaced, or rather, one that was never resolved. If a buyer pays via PayPal but doesn't pay from their PayPal account, instead processing the payment directly through their credit card, the seller receives a payment without "seller protection." I don't know if this also means there's no "buyer protection," or at least it's not clear. In any case, we can't accept such PayPal payments. Up until now, we've returned these payments with a corresponding note. However, this didn't work in this case because PayPal displayed a message stating that the balance wasn't sufficient for the refund. It only worked after the refund amount was reduced by one cent. This is possibly a PayPal error, or from a purely legal standpoint, PayPal shouldn't be doing this. But that doesn't change the underlying problem. The balance in the PayPal account was previously zero. If there had been a balance in the PayPal account, PayPal would not have refunded the fees, or only partially, which is obviously not acceptable for refunds. The resulting partial refund likely means that the buyer cannot simply pay again, which was previously possible with a full refund.

    To prevent this payment method from being enabled in the first place, i.e., to prevent the buyer from seeing the PayPal "Direct via Credit Card" option, the necessary API parameter would need to be passed to PayPal. For this to work, the seller would need to be offered a corresponding option in their account's payment settings to disable this payment method. This information comes from PayPal, meaning Delcampe has not implemented this option. I have already pointed out this problem several times.

    Furthermore, it is problematic that the note included with a PayPal payment refund is not being forwarded to the buyer. This would also need to be integrated into the API connection between Delcampe and PayPal.

    Please provide feedback on any experiences others may have regarding this issue.
