The stamp uses Sir Robert Hart´s portrait as the main motif, complete with his autograph and China´s first stamp-the Large Dragon.
Sir Robert Hart (1835-1911), an Englishman, arrived in Hong Kong in 1854 destined for Ningpo. In 1858 he moved to the British Consulate in Canton, but in 1859 resigned from the British consular service to take the position of assistant commissioner in the then newly-established custom house in Canton. Four years later in 1863, when he was twenty-eight years old, Sir Robert Hart was given the title of Inspector General of Chinese Customs, a position he held for forty-five years.
During his tenure, he made many valuable proposals, among which was the establishment of a modern postal service. The Tsungli Yamen appointed Sir Robert Hart in 1896 to undertake the responsibility of founding the new postal service. With persistence and careful plans, he built up the Service step by step, and saw its activities spread to all of China.
