New Changes to Paypal, Is Delcampe Pay used much?

Had a few payments last night via Paypal, Only about £25, this morning I purchased some postage via Paypal but then found my Paypal balance hadn't reduced & all the payments had been paid through my bank.

The money in my Paypal account was all placed on hold and cant be withdrawn or used for purchases until it goes over £100. I haven't done anything wrong or misused the account, there is a steady flow of cash in & out and have had it for about 20 years.

Apparently this is in case I have to refund any of the sales. So what it boils down to is effectively I now have to pay Paypal £100 to use the site, Which I may get back if I close my account but even then I would have to wait 90 Days.

I have a micro payment account on Paypal, fees are only 5p & 5% a lot lower than the Delcampe pay and is Delcampe pay used widely enough to dithch the paypal?

Hello, No its got nothing to do with restrictions placed on new sellers where payment is held until item delivered.
They are going to hold a reserve of £100 in case of future refunds or chargebacks.
Obviously Eb@y's introduction of managed payments is costing them money.

Just had this email from Paypal.

As part of our ongoing effort to make PayPal an even safer place for you and your customers to do business, we're holding a percentage of the total payments you receive each day as a reserve in your account. This reserve helps make sure that you have money in your PayPal balance to cover any payment reversals or chargebacks. We're going to start holding 100.00% of your daily sales until you reach a minimum reserve of 102.71 USD.

They may be shooting themselves in the foot and start going the way of Skrill/Moneybookers. If more take up Delcampe Pay they will lose business hand over fist.

Instead of encouraging business they are blocking it. I have not yet received such an email and I wonder if it will impact those that have a bank account linked to Paypal whereby they can retrieve funds if there is a chargeback.

I will seriously consider closing my account if they do this.

I have a Bank account linked to Paypal. and have had an account for about 17 years.
Although I have had to do many refunds over the years I have only ever had Chargeback.
There is a problem to me using Delcampe Pay and thats the cost. with Paypal it costs me 5% plus 5p per transaction.
Also I would still have to allow Paypal payments as a lot of buyers are new or are just visiting & wouldn't have Delcampe pay, everyone has a Paypal account.

    Sticky problem isn't it.
On a positive note, another 4 sales today, Some may even pay me.

    Eb@y dumps PP.

Small business and private sellers dump eb@y and move to smaller sites that still use PP.

PP makes a confusing announcement that appears to say anyone using a private account to "primarily" receive sales proceeds must up-grade to a Merchant Account. (No details about what "primarily" means in the context of time-span, total sales value, credit / debit activity.)

Now this. Another vague announcement with no detailed explanation. Does this apply to Merchant Accounts only, or does it include every account that receives the proceeds of a sale, no matter how infrequently or how little?

With the reserve set at £100 + a minimum of £50 withdrawals without a fee, means that a rolling balance of £150 would be required to operate without withdrawal fees.

No surprise to me that now they regard themselves as "Too big to fail" the on-line selling cartel is making small and private sellers increasingly unwelcome. Ebay subtly by hiding their listings unless they pay for "sponsorship". PP by making itself impossible to use.

I by the way use a Micro Account which is a merchant account.

I don't recall getting any notification from Paypal re this. Is it something that only applies to traders/merchants?
If I have to keep £100 in the account, based on the very small amount of business I do it's not worth my while keeping on with either Paypal or Delcampe. No great loss to either but a loss to me in that the market for me to buy through is much reduced!

This is not a blanket restriction on all paypal accounts, just on yours at present because they have seen something they consider risky to your ability to repay future refund requests. It could just be that you are new to Paypal or you've had increased sales volume and/or refund requests recently.

They set out how this works in the following help article

    Vinculo (https)

Hopefully this will get removed at a future review for you.

No, I have had a Paypal account since 2005/ 2006, If anything usage has decreased since Eb@ys managed payments although I have maintained a positive balance.
There has been no unusual payments and no refunds, even partials since April.
A couple of users have responded, on another site, who are in the same position, the only commonality is we all have Micro accounts (Very low Fees) so we are pobabley unprofitable.
Cant get an answer from Paypal other than the same link as above.
