    Unfortunately wikipedia has article only in German,but maybe with translator You can get more details that interest You.

    Wasn't really sure what You meant by "identify" though as the location shown on postcard is described on bottom right.

    By identify I meant was it in any catalogue as they are 2 numbers so maybe these were a reference and what if any is the value.

    Hi,

    It's a stereoscopic card; searching with 'stereoscopic' (and even better with French 'stereoscopique') results in hundreds of similar cards. Maybe if you search in the results, you will find other examples of this series?
    You could also search with 'braunschweig rathaus' and see if your card is (or was) on sale on Delcampe. It can give you an idea of the price.
    It's a long shot, but maybe worth trying?

    The text on the right side ('Gutschein für den Apparat (siehe umseitig)') means there is (on the verso of the card) a voucher for the (stereoscopic) device you need to see this card properly.
