British officers and flag: help needed!

    Hello,
    So I'm the first to post a message on this forum?! That's cool!
    I have this postcard of a fort in France, probably on the Ligne Maginot in 1939 or early 1940.
    There are 2 foreign officers whom someone on the French forum ( Link (http) told me are British, and among the French flags someone else noticed a St-Patrick's cross!
    What would be the reason for this flag (why not the Union Jack?), and can you confirm that these are British officers?
    The text on the card reads: "Le général Colson, Chef d'Etat-major général inspectant un ouvrage fortifié"
