    My name is Phil and can answer you because I made a search and I will hope that my answer in english will be comprehensible.
    The stamp is from the Canton of Geneva. It is a revenue stamp from the late 19th century and the start of the 20th century. The stamp was used by the person who wanted to send a letter or a parcel post from a vehicle who was travelling in the town or the canton, they was not only one vehicle. So the person was paying the normal stamp plus this revenue stamp. The meaning of "Lettre de voiture" is "Letter of the car".
