    hi,
    i have 3 russians in our tampa collectors club, tampa´s oldest stamp club, of which i am the secretary/editor for many years now and i had them look at a photocopy of your stamp. and one was very kind to translate the top portion for you. it says on the top line for the initials- state department of manufacturing. the second line says- 50% wool, 50% cotton, corporation of moscow. third line- state fabric factory. it is quite possible this was a trades fair label and a stamp was attached to it by a collector as a souvenir. i hope this helps.
