Lower bids/low feedback score

Since November 2010 I have a number of lower bids showing in my lower bids section. I have declined them and the buyer is on my blacklist, because they didn't pay for other purchases. The buyer in question has a feedback score of 92%.

    This raises 2 questions:

How low does a feedback score have to go before a member's account gets suspended/closed?

In the lower bids section it states that members have to have a score of at least 95% in order to make a lower bid. Why have these offers not been deleted, since their score is obviously lower?

The first part of the answer is something of a moveable feast - there seems to be no hard-and-fast rule about account suspension

Lower bids will remain in your list (even if declined) as long as the item remains on sale. Once the item is sold or reaches the end of its life then it should disappear from the list.

As far as the 2nd part is concerned: I know they stay there, but my point is that you can only make lower bids if your feedback score is 95% or higher - this member's score is lower.
