spent a lot of time trying to find one like it on Delcampe, the nearest is India, the cover is addressed "England" so the 1d stamp may have been affixed and mistaken for 1a Indian stamp, its not unknown! Trouble is the 21 must be a date (never the 24 hour clock at that date!) and all the Indian CDS's I have seen the date is on the top line and the time on the bottom, not as your example! I attach an image from one of my postcards (I don't collect all of India, this is just something I have!) I wondered about Aden or Bahrain but again can't find a match.
Is there any clue on the back?

    me again!
It also looks very much like an Indian FPO mark, but what is it doing on a Edward VII stamp, Indian FPO's were not used till 1914! Kennedy & Crabbe don't list Indian FPO 21 or 121 etc but then they don't list mine IEF FPO 42 or even the one they illustrate in their book 25! Perhaps I'm missing something!
Of course if it was an IEF FPO it surely would be censored and have the CO's signature!

Dave43 thank you so much for your time and enthusiasm!

I should have put on a scan of the back of the cover so here I have rectified this:

Interesting, just the kinda cover I would buy, to find out what it was! That's a Sea Post A cancel, didn't A,B &C take it in turns to sort mail on boat from India to Aden? thence via Suez, Marseilles? coat of arms is Royal Army Medical Corps I attach postcard with similar Sea Post A mark, Joe Knell was in Royal Dragoons in India.
Your cancel still looks like an IEF FPO mark but I can't find that they were used before WWI, even by China Expeditionary Force, so your cancel must be an Indian one!
