    Not sure I can completely explain the numbering.

    However, the sheet was overprinted with a premium of 40c to support 'New Zealand 1990' International Stamp Exhibition, Auckland.

    If the 'CAPEX' logo is on the selvedge then only available from the New Zealand stand at this International Philatelic Exhibition in Toronto.

    The above information is described in an SG Catalogue.

    Maybe the different numbers on the sheets is to maintain control over the sales. That's only a guess.
