Help Identify Ottoman Empire stamp

    Can anyone help to identify this stamp? it's on a postcard without address or message but with a "Tire" (Tyre) postmark (the date is unclear)

    I'm assuming it's an Ottoman Empire/Turkish issue but couldn't find it in the Scott catalog.

    Can you tell me what year(s) this stamp was issued? The Scott catalog has some weaknesses and non-postage stamps is usually one of them ;)
