Seller not replying to payment problem on His side

    Any opinions on what I should do here on this problem. I have had a problem trying to pay a seller a few days ago and he has not replied to my message about this. I sent a message to Delcampe help yesterday afternoon but recieved no reply from them as of today. Here is a quote of the message I sent and please reply what would you do as a buyer in my position with no prior difficulties or negative marks - as yet.

    "Hello, I have been on here for a few years and pretty much enjoy buying from most here except a new transaction I wish to cancel because the seller has trouble with THEIR Paypal account and also he has not responded back to me about this problem and how to pay by Paypal. I am getting the following message when trying to pay:
    "This recipient is currently unable to receive money.
    Your purchase couldn't be completed
    There's a problem with the merchant's PayPal account. Please try again later." This message was yesterday as well. He advertises accepting Paypal and skrill on the items I won. I bid purely because I could use Paypal to pay...(I Have Protection) and I don't wish to use skrill. After my bids were registered I got a message from him that he prefers to get paid by Skrill. I replied I don't use Skrill and that I was going to pay by Paypal because I dont use skrill anymore. I requested an invoice, I still have 2 seperate invoices from him, one with 1 item on it and the other with the rest. In light of this situation I find the aggreements I made to buy his items thru delcampe to be Null and Void due to his bait and switch on approved payment terms. He continues to advertise Paypal on his listings. to say the least I am disappointed I won't be getting the items I won. If he is currently not able to accept Paypal payments then please nullify the bids I made with him without prejudice against me and my bidding record. Thank you and regards, (name omitted)"


    Bait and switch may have been a strong way to have put it but on the invoice request he submits his request again to be preferably paid by skrill even though I told him that was not going to happen and I am getting irrate about silence from both parties in this transaction. He obviously has a problem with his paypal account and can not recieve payments. He is located in Egypt, has a 100% feedback and has been logging in in the last 24 hours as well. I will be busy after a few days and will not be able to tend to this matter for a week if it continues. If it continues I would certainly expect Delcampe to get involved on my behalf and do as I ask and respond in a timely fashion in light this problem started days ago. Please any ideas from buyers or sellers.

    Hi....If this had happened to me, I would simply message the seller again and request cancellation as his paypal account is inoperative and that I did not use skrill.

    That is all you need to do. If the seller does not like that, he can either start a dispute resolution (where you can request Delcampe intervention if the matter is not resolved) or might give you neutral/negative feedback and cancel the transaction (NB the seller is obliged to give at least neutral feedback before Delcampe will cancel but that does not affect your feedback rating.

    If you are unhappy with any feedback given, you can ask D to remove it as 'unfair'.

    Delcampe will not usually get involved unless one of you starts the dispute resolution process even if.

    Paypal accounts can be suspended for all sorts of odd reasons - a few years back my own paypal account was out of action for nearly a month due to 3rd party fraud whilst I was on vacation with no internet access - so the matter may even get resolved by the sellers pp account returning to normal.

    Thanks for your advice. I understand about the paypal problems that can occur and then interfere with transactions and I know that can happen suddenly. I just don't like it when a simple question to a seller is ignored especially in my case where I am left in the middle of an incomplete transaction (the seller states they speak english). If there was dialog this probably could be worked out like him confirming the problem and asking me to wait maybe a week or whenever his account is fixed (within a reasonable time). I had sent him another message earlier telling him his paypal account still has the same problem but to hear nothing. I will wait another 2 or 3 days, if I hear nothing positive I will move in that direction. Thanks again.

    If he is in Egypt he cannot have a Paypal account linked to a bank account - this is why he is reluctant to accept Paypal.

    Many sellers in non Paypal countries usually have a friend in a Paypal operating country to accept payments on their behalf but this does not appear to be the case here. I imagine his contact outside Egypt are reluctant to let him use their facility for some reason or another.

    Cancel the transactions. Personally I would leave him a neutral feedback and tell him to remove Paypal as an acceptance method otherwise the feedback will be changed to negative (if that can be done?). If he leaves you negative feedback get Delcampe to remove it.

    Thanks for your input. I just got my first message addressing the issue from him a short time ago but it came to my personal email account. I asked him to please only use Delcampe messaging especially for this matter to work it out. He was responding to my request to cancel the items I was waiting to pay for by this Friday or I was going to elevate it to Del. I added I only want to do this because there was no way to pay him using paypal and he was ignoring my messages about that ( I did try about 6 different times over a 3 day period to pay getting the same payment failure notice). He is asking me to give him some time to allow him to fix his problem and he would be grateful, he also said he could cancel the transactions otherwise if I want. I used Delcampe messaging to reply to him that I can give him around 2 to 3 weeks to see if he can straigten out his account or whatever he's doing to make it work. I think thats fair. I am waiting for a reply.. I can tell you I don't feel good forcing a transaction cancellation especially with someone living over there, a nice place maybe but what I see on the news they got enough problems happening around them as they try to make a living. At least I got a communication and will see what happens.
