    There was no pic that I saw attached to your message

    Generally speaking, these are issued by the International Bureau of UPU member countries and have no postal validity Values depend on value of the original stamp, quantity of Specimens available etc

    These comments do not apply to very early stamps marked SPECIMEN as these are often extremely valuable. These early items were issued to postmasters to assist them to identify forgeries.
