Set your Delcampe selling up in such a way, that buyers cannot pay you until you send them an invoice.

If you sell an item from any of the banned countries, don't send a Delcampe invoice. Communicate with your buyer and if they wish to pay by Paypal send them a Paypal invoice instead and just mention "Delcampe purchases" , "recent purchases" , "stamps", "postcards", etc. as the type of goods. The buyer can than pay you via Paypal and they are none the wiser.

I feel exactly the same about it, but apparently Paypal being an American company, they have to comply with US law, even when operating outside of the US

You are allowed to buy and sell US embargoed items (so long as they are not also embargoed here and in Europe). Paypal are acting illegally in intefering with your commerce when they try and dictate what you buy and sell when you are breaking no laws in this country.

I have carried on listing (and selling) items that have the name of "banned" countries in them.

Once or twice a payment has been put on hold, but it has gone through within the hour or so, without any problems.

I'm going to carry on listing anything I come across as I used to with the country names mentioned.

If they want to be difficult, they can explain to me why I am breaking any US laws, when I am selling a postcard that was printed in Europe, but happens to have an image of an object/place from a country that has US embargoes.

I actually spoke to a PP UK representative when all of this erupted and I've decided to carry on as usual.

Actually, I am NOT trading with individuals in those countries or in goods that were produced in those countries.

I am not prepared to remove from sale postcards that were printed/produced in Europe, which show images of towns/buildings/people/planes/etc from countries, that currently have an US embargo.

Yes, it is quite difficult for employees of paypal to get it right.

Amusingly, I had a problem with old Cuba stamps from the USA administration
    (president overprints, printed in USA)

I thought for a moment that the USA government had entered the wold of Monty Python and started a trade embargo with itself

    Made me laugh though,,,,,
