    This is a postage due or 'Taxe' mark for an item of underpaid mail.

    As per the UPU agreement, all such charges were noted in French as this was the principal language of the UPU.

    The mark reads 10/ centimes (CTMS) / T(axe) which would then have been converted into whichever currency was relevnat to the country the item arrived in, based on the standard conversion to the Gold Franc
