    Maybe he charges you for using Paypal?

    Read his terms and conditions and if it is not mentioned I would refuse to pay it. If mentioned then it is part of the contract you accepted when you purchased his items.

    I understood that D had banned the charging of fees to cover pp costs earlier this year. But D does permit a "handling " charge (whatever that means)

    Frankly, I would never buy from any seller who charges a fee in addition to p&p and, of course the terms of any seller should ideally be checked before (not after) committing to buy
