    I think you have described it perfectly. The most important for sellers would be to be able to make a pre-invoice for checkout containg fields for their own taxes or another options ( insurance, shipping method offers or criteria(s), paypal , moneybookers extra fees or any other if there are any).

    Asking for checkout would be perfect with selecting preferences :

    Payment method : Moneybookers, Paypal, Bank transfer , Domestical Money Order , Inernational Money Order, Cash etc

    Shipping preferences :

    to destination : ( Contry , Continent)


    with - registered , priority UPS DHL etc

    If the buyer selecting all the needed information for paying the items there will be very easy to send the invoice and also it could be sent automatically , beeing all the needed datas available online.
    Buyers will be able to ask for their checkout and they will get it automatically in a minute beeing able to pay instantly. In this case shipping the items will be much faster ( changing e-mails making it slowly).
