This problem is always aired here.

It is up to the buyer to try and protect himself as much as he/she can. The buyer is the one who really needs to protect himslf as much as possible and use payment methods where money can be re-claimed if a seller does not supply the goods paid for. This is particularly important when one does not know the seller, they have poor feedback or low feedback. If they do not accept such a payment method do not deal with them - simple!

Delcampe can only act after the event as they cannot predict who is going to be a bad seller. This means if you have a bad transaction you need to report it and leave suitable feedback. Too many leave no feedback or neutral feedback when negative feedback is deserved which leaves such a seller the chance to carry on cheating.

You mention Ebay - here on this site the seller MUST offer Paypal as a payment option so a cheating buyer cannot deceive if he has been paid this way. If you use any other payment method (except a credit card) you are not protected. It is the same with Delcampe except Delcampe does not dictate what payment method a seller should accept. So, IMHO, a buyer should exercise far more caution and common sense when parting with money to a person they do not know and probably have not had business dealings with before. It does pay to look at a sellers terms and conditions and when you see phrases like Paypal is not accepted - ask yourself why? And also look at feedback particularly any negative/neutrals and see why they have been left.

I am interested to know how you know that your seller has not already sent the items. Did you pay for Registered mail for him to send your items?

The reason I ask is because you have terms and conditions in your Delcampe shop that state you are not responsible for items lost in the post that are sent by ordinary mail. This goes against the Distance Selling Regulations that state a seller is responsible for getting items to the buyer and the agent used is the sellers responsibilty not the buyers. Only the seller can make a claim for lost items. So if the seller is claiming he is not responsible he is only following your example!
