    I have seen one of the answers.
    So I have decided to add a comment.
    This's probably a miniature sheet or part of it that was probably issued for some kind of a stamps exhibition. I have some similiar items that were issued, by the stamps exhibition commitee, with the permission of the British Royal Post. So I would love to sell these for 10$ each.
