Rather than a pier I would suggest this is an open-air Winter Garden of some description; my first thought was Scarborough as it has great similarity, but it could be any one of a number of similar structures around the country - Weston-super-Mare has a good one, also Morecambe, etc.

Peter Dawson was an Australian bass-baritone singer very popular in the 1920s-1930s. I've heard recordings of him singing, and what a fantastic effortless singer he was! Keep your sweaty tenors - they're not even in the same league!

Many cards of that period have the 'universal' type of back - I suspect that local photographers could buy photographic paper with pre-printed postcard backs to allow them to produce local views such as this as they often have a description printed on the picture by either writing on the negative or overlaying a piece of film with a printed description
