Aid identifying French postcard

Thought I'd ask this hear as opposed to the French forum so that I wouldn't have to struggle too much with the language

What is the Relais International de la Jeunesse? An annual Youth Festival? With what affiliation? An organization? Is it only held in France?My card has close to a dozen signatures on the back--as if the attendees got friends they'd met there to sign a card for them. Some names are from Arizona, Australia, Holland.

Thanks for any help. I want to put it up for auction and would like to know what category would work best.
