Cards from China or not?

Is there someone here who can tell me where the AGT cards are from?

They are usually sold as Chinese (here and on phone card
fairs).
The value is given in US$, the back is written in
Chinese.
I have asked a few people from China, but they
don't know these cards.
And someone from Hong Kong told me
the cards are not from Hong Kong either.
Any ideas?
