Stamps have a watermark, (see new scan),
It is the area of old Germany or some Scandinavian country.
Maybe some private - local issue or taxes (revenue).

That bear is the symbol of Berlin, but what those stamps are for I have no idea.

    full answer from Perplexity:

This is not a complete postage stamp but a German “Buchstabe” (letter) margin label from a sheet of stamps of West Berlin (Berlin (West)), showing the Berlin Bear inside a large ornamental letter “E” in green.

These letter/bear designs were printed in the sheet margins of various Berlin definitive issues (early 1960s), each margin field showing a different decorative letter plus the bear. They’re collected as field pieces / selvedge labels, not listed as separate stamps in standard catalogues (Michel, Scott), but Berlin specialists do list and trade them.

If you’d like, I can help you narrow it to the exact issue and year by seeing one or two of the adjoining actual stamps from the same sheet.

    Perplexity is wrong.
Here is a (poor quality) scan from Michel catalogue
