"Stamp 97" exhibition in London,whose theme was "Horror",ran a competition for kids for drawing horror pictures.The winning designs were made into a souvenir miniature sheet and given away in the British Philatelic Bulletin for subscribers. The stamps had no postal value.

Hope you didn't pay too much for these, the Walsall printings are mentioned in latest issue 62-64 of Dummy Stamps by Glenn Morgan (they were offered at a very inflated price on e bay)
