    Paypal will not refund you unless you can prove delivery. So if you used a non trackable method of shipping you have lost out. If you think the buyer cheated you block him and move on. Wasting time and energy over this will simply get you nowhere.

    I don't do a great deal of business but always get a Certificate of Posting for sendings under £30 which at least allows you to get a refund from Royal Mail. Not much use to you in Russia unless the Russian Post Office operate a similar system. Royal Mail do have some good points!

    I must admit I disagree with mail to Russia. Several recent registered consignments have been intercepted by the Postal Customs and the contents stolen. I cannot claim from Royal Mail as the letters have been signed for and my customers state trying to get any satisfaction from the authorities in Moscow is like banging your head against a brick wall.

    These were for registered and insured items containing various collectibles like phonecards (1 package with a declared value of £76) Stamps - £105 and obsolete banknotes - £90.

    All three clients state the items were stolen by the postal customs and it is impossible and useless to complain to them.

    So it looks like Russia will have to go back on the black list of countries again unless an accommodation address exists outside Russia such as in Finland which previous clients in St Petersburg have used when the situation was as bad this this.
