The ECB (European Central Bank) rates are merely:"reference" dealt with once daily at 2.15pm pm CET and published at 3.0pm CET. The rates are mid market rates obtained from info provided by all the central banks in the EU.

xe.com rates are live mid market rates that seem to be updated once a minute

In my opinion, neither are really totally suitable for online trading conversions except as a guide because a seller can only transfer the proceeds to his/her own currency at the prevailing paypal/skrill rates or at the rates provided by the sellers own bank which are always significantly worse from the sellers point of view.

The seller then takes a double hit - conversion to buyers currency via Delcampe then re-conversion to sellers currency again (unless those funds are used to buy something paid for in the buyers currency). Dependant on the currency, the total conversion costs can easily reach 10% of invoice value

For this reason, I price all my sales in $ (US) which is effectively a local currency over here and will not invoice in any other currency. (even though 80% of my sales are to Europe) Virtually all my sales are paid for electronically (paypal or skrill) - the buyer can still pay in their local currency if they wish but the seller receives the full invoiced amount (in my case in $) without a duplicated conversion.
