    The postcard at the bottom centre reads Celles, Saint Ame, a village in the Vosges area of Eastern France, and the partial postmark at right appeare to read 'Ame', which is nearby and probably the nearest post town.

    I would suggest this is very local as the card is manufactured by a local business person. I'd further suggest it may be to mark the opening of the memorial, quite possibly the War Memorial after the end of World War I.
