    It is a postage due stamp. "Aerschot" (old spelling) is the name of the distribution office. After the first WW, they were overprinted (handstamped) with the name of the distribution office to prevent fraudulent use of stolen postage due stamps during the first WW. The original postage stamps were issued in 1916. They started to overprint them in 1919.
