The face value is what's printed on the actually stamps, i.e. the lower of the values you have quoted.

Using them for postage is all you can sensibly do with these sheets - the Royal Mail must have issued these early ones in huge quantities. My best guess is that people at the time bought them in bulk hoping that one day they would get a great return on their investment.
