    This item is a philatelic item and not a postcard.
    Issued date 1940.
    Part of a set . Michel 751, 753,754,756.
    The whole set is of 9 stamps Michel 751-759.
    The interesting item is Mi 754 without perforation of the down part. Valued, 220 Eur for MNH (a perfect condition with full gum) stamps, in my special catalogue.
    Have no idea if it's for 1 stamp or the 5 stamps.
    You can ask this question in the philatelic forum and get a better valuation.

    A similar one was sold on Delcampe for 35€,but it was unexploded.
