    Good evening! I live in Latvia and have bought stamps from a seller from Argentina. I have paid through Paypal with shipping by a registered letter. I 5 times asked to the seller to send me trach number of a letter, but I have not received any answer. After 30 days I opened a dispute in Delcampe and asked a mediator for help, but seller has not answered to mediator too. I have opened a dispute in Paypal too and Paypal hes refunded me 70% of the value of a purchase with shipping. I don't want to lose money andI want to get a refund of the remaining 30% of the cost. How can I do it?

    You do not say why Paypal only refunded you 70% instead of 100% of your order.

    There is no way you can enforce a refund of the other 30% any other way than asking Paypal to refund the full amount. This is because your only other option is legal action in Argentina which is not a viable option.

    Hello! I don't know why Paypal only 70% of value. When I have not received purchase from Ebay, I have get from Paypal 100% refund of stamps and shipping value.
    It means that Delcampe doesn't give buyer protection, but Ebay gives it.

    You need to ask why Paypal has not refunded you the full amount.

    It has nothing to do with Delcampe buyer protection or lack of it. If the seller cannot prove the items reached you you are entitled to a full refund. It does not matter who the seller is or what platform they used for their sales.

    There is a reason why you only received 70% of the order value and only Paypal can give it to you.

    Paypal has closed the dispute and I am not able to reopen it. I can only report about another problem with this purchase, but I can't report one more time еhat the stamps have not been received

    I suspect they may have deducted the shipping costs probably because the seller provided details of the receipt to them which could be checked online but he could not provide proof of delivery hence possible refund for the package contents only. But only Paypal can explain their reasoning.

    Paypal have asked me for amount and I have written it. Paypal can see amount, which I have paid, too, inluding shipping. But they have calculated smaller amount.
    I have tried to reopen closed dispute, but Paypal aloows it only with other reason. Reason may be if I have returned a parcel back or stamps have been in bad condition. But I can't reopen dispute with a reason "undelivered parcel" one more time.

    You do not understand. You are not re-opening a dispute. You are asking Paypal why they only refunded part of your payment.

    You will need to telephone them or contact them via live chat (if they still have this option) and actually ask their representative, There is no way you will make any further progress attempting to solve this problem using online forms that only have very restricted options.

    You need to speak to them!
