    When an item is sold, notification return a xml that contains *best_bid element. Can this value (best_bid) replace price_present when sale type is Auction and can be referred to fixed_price when it comes to Fixed price type?

    The tag contains whether the final price for an auction or the fixed price.
    There is no other tag for fixed price sales.
