    The UK did so for a period in the 1980s at Christmas time but only for inland mail sent as 2nd class delivery.

    A small discount was offered eg in 1986 the basic 2nd class rate was reduced, from 2-24 December from 14p to 13p. A similar scheme in 1987 meant that a book of 36 x 13p 2nd class Christmas stamps was sold for £4.60, a discount of £0.44 against the normal 2nd class rate. The stamps had blue stars in an orinting under the gum on the reverse side. This discounting started about 1984.

    That's correct, the Glastonbury Thorn, which is no. 1341 in the Stanley Gibbons catalogue.

    I don't have a cover I could show with the stamp on it as single use, I'm afraid, and I suspect they would be very difficult to find as 99% would have been used on Christmas cards and either subsequently destroyed, or, at best, would have the stamp clipped off for charity collection.
