IX Olympischer Kongress 1930
Die Beziehungen zwischen dem IOC und den internationalen Sportverbänden befanden sich zum Zeitpunkt der
Olympischen Sommerspiele 1928 in
Amsterdam an einem Tiefpunkt. Grund dafür waren die unterschiedlichen Definitionen für und Vorstellungen über einen Amateursportler. Insbesondere die von der
Fédération Internationale de Football Association (FIFA) praktizierte finanzielle Aufwandsentschädigung trug dazu bei, dass erneut hierüber auf einem Olympischen Kongress beraten werden sollte, der für das Jahr 1930 nach
Berlin einberufen wurde. Die Debatten führten jedoch zu keinen Änderungen in der Haltung des IOC zum Amateurstatus. Die Problematik wurde an den neu gegründeten
Permanent Council of Delegates of the International Olympic Federations (Ständiger Rat der Delegierten der internationalen Sportverbände olympischer Sportarten)[31] weitergereicht. Dieser Rat war ein Zugeständnis des IOC an die Verbände, damit die Olympischen Kongresse von Konflikten befreit sich wieder den elementaren Aufgaben zur Verbreitung der olympischen Bewegung widmen konnten.
Gleichwohl wurden auf dem Kongress auch einige organisatorische Fragen behandelt. So beschäftigte man sich erneut mit dem olympischen Sportprogramm, das geringfügig verändert wurde. Auch die Anzahl der Teilnehmer an einzelnen Wettkämpfen wurde beschränkt. Die meisten Beschlüsse[32] waren jedoch von untergeordneter Bedeutung.
Für Berlin und das Deutsche Reich hatte der Kongress besondere Bedeutung. Man war bemüht, bei den Teilnehmern einen positiven Eindruck zu erwecken, denn Berlin hatte sich für die Olympischen Sommerspiele 1936 beworben. Das festliche Begleitprogramm umfasste Ausflüge, Opernbesuche, Empfänge und zahlreiche Galadiners. Allen Kongressteilnehmern wurde eine Bewerbungsschrift übergeben.[33] 1931 erhielt Berlin vom IOC schließlich den Zuschlag für die Spiele im Jahr 1936.
