Frankrijk en Nederland hebben neen gezegd tegen de Europese Grondwet. De redenen voor dat neen zijn echter zeer diffuus. Naast nationale politieke motieven werd de grondwet afgewezen om zeer uiteenlopende redenen. Sommigen vonden dat er te veel Europa is. Anderen vonden dat er te weinig Europa is. Nog anderen vonden dat Europa te veel kost, vooral in Nederland werd dit argument bespeeld. En nog andere burgers vonden dan weer dat de uitbreiding veel te snel verlopen is.
Hoe moet het nu verder? Europa staat inderdaad op een kruispunt. Nochtans is de keuze vrij eenvoudig. Laten we Europa verschrompelen tot een zuivere vrijhandelszone, zoals sommigen wensen? Of nemen we de Europese draad opnieuw op, creëren we nu een hecht politiek Europa dat een rol kan spelen in de wereld en ook serieuze instrumenten krijgt om de economie te moderniseren en zo een antwoord te bieden op de economische omwentelingen in China, India en Japan.
De Belgische Eerste Minister Guy Verhofstadt spreekt klare taal. Hij wil een 'Verenigde Staten van Europa' creëren. Met alle lidstaten van de Europese Unie als het kan, met enkele voortrekkers als het moet. Het is een boek dat heel wat stof zal doen opwaaien.
