Shipping excessive?

What do you think? Would it be in the spirit of Delcampe for a seller (from Italy) to ask 12.5 euros to pay shipping costs to Oceania for a cover (size 22x11cm) with nothing inside it - just the cover needs to be posted.

I forgot to say - the cover itself cost only 3.5 euros, so it was not great in value. The seller was asking 12.5 euros to ship a cover which cost 3.5 euros, and asked buyer to pay total of 16 euros.

If the cover was being sent Registered mail then the charge is not excessive. If ordinary mail then this is a definite 'rip off'.

Myself I always check shipping costs - if excessive I do not buy. Neither do I purchase from anyone who surcharges for Paypal or Moneybookers or any other payment method they accept. If a seller uses a payment method it is their choice to do so and should absorb such costs in their pricing structure.

I'm sure very many sellers here on Delcampe lose sales due to unfair surcharges like these and over complicated and buyer unfriendly terms and conditions.
