Can anyone identify what the B asterisk represents on this cover?

I recall somebody trying to some research about these, around 1983. He appealed for information, probably in "Stamps" (now incorporated into Stamp Magazine).

I think there is also an A*, C* and D* and they may have been something to do with banking.

My D* was on a lettersheet, but I can't find it at the moment.

thank you, it does seem pre-printed and something a bank, insurance co. or solicitors would use.
