How buyer gets Moneybookers payment back?

Story is:
I do not use Moneybookers, as they do not send money to NZ bank accounts.
My Delcampe wallet connected to PayPal and this suits me just fine.
Moneybookers wallet is blocked on my Delcampe profile, and buyers can't pay me this way.
However, one buyer from Sweden managed to send me payment via Moneybookers, obvoiusly by using my email address instead of invoice template (where PayPal is the only option to pay).
I've got email from Moneybookers about payment received.
I wrote to buyer saying he sent money to wrong payment system.
He replied with ah-h-s and oh-h-hs and apologies and is trying to get his payment back.
By his words, Moneybookers advised him that there is no way to get payment reversed, unless seller logs into Moneybookers account and sends money back.
Is this right?
With PayPal buyer can do chargeback and has some other options to reverse payment. I can't see why this does not work with Moneybookers.
Please, help me to resolve the situation.
Buyer gets very heated and accuses me of holding his money.
Must add, that I did have Moneybookers account several years ago, but it was with another email address which is no longer working, and I have no idea of password either. I have no intention of registering with Moneybookers again just to send this payment back.
Is there any other way around?

Story is:

The last time I looked there was no mechanism for refunding Moneybookers payments, so you have to make a reciprocal payment to the sender instead

With PayPal if money is sent to a wrong (i.e. non-existent) account the transaction is automatically cancelled after a while as the recipient hasn't claimed it; I would expect Moneybookers to operate a similar system but I'm not familiar enough with their system to know for certain
The last time I looked there was no mechanism for refunding Moneybookers payments, so you have to make a reciprocal payment to the sender instead

You can refund to a Moneybookers account but Moneybookers charge you for doing this unlike paypal where such refunds are cost free.
Your buyer must contact Moneybookers and insist they sent the money to a non existant account. It is their mistake if you stipulate you do not accept Moneybookers so it is up to them to get their money back. I understand there is no reason for me to get involved in resolving the matter.
The situation is similar to sending money to "c/- Central Post Office, NY, USA" and expecting me to fly over to get payment and send it back to buyer...
Just wanted to be helpful.
I went to Moneybookers site trying to contact them and explain the situation, hoping they would understand. But there is no way to email them without logging in, and their phone numbers are in Europe. No chance.

Simply reply to the dispute and state the seller cannot return the money as seller has no Moneybooker account - Buyer has to claim the money back from Moneybookers as he sent it there before checking/asking if the seller had such an account.
I would Email the buyer separately and state if you were able to help you would but you unfortunately can't and it is up to him to get the money back as he sent it to a non operational account. The mistake is his and not yours to sort out.

Simply reply to the dispute and state the seller cannot return the money as seller has no Moneybooker account - Buyer has to claim the money back from Moneybookers as he sent it there before checking/asking if the seller had such an account.
I would Email the buyer separately and state if you were able to help you would but you unfortunately can't and it is up to him to get the money back as he sent it to a non operational account. The mistake is his and not yours to sort out.

You need to contact MB and ask them for reversal of your payment. I can't send your
money back, as I never recieved them, because I do not have account with this system.
It's like sending payment to Mars and then accuse me of not returning it."

"I strongly urge the seller to contact her bank to ask the bank how to proceed. As the money is now in her account and not on Mars this would be the natural way to proceed. "
Me:
"Please, understand: I live in New Zealand. Moneybookers DO NOT WORK with NZ banks, that's why I do not use Moneybookers.
Your payment is somewhere inside Moneybookers system, to which I do not have access.
Money can't be transferred to my bank, as I do not have account with Moneybookers, and Moneybookers do not work with NZ banks. "
How to explain him?
How to finish this dispute, or it goes forever?
Is there any way to ask Delcampe to intervene?
I'm a bit hysterical already, to be honest.

Finally looks like will be resolved.
Got an email from MB today - exactly one month after payment made by buyer to "my MB account".
It states:

"We would like to inform you that according to our records, the payment instructed by XXXXXXXXXX@XXXXXXXXXXXX.com was not processed via our Gateway integrated on the Delcampe website, and therefore it was not automatically associated to an order in your account.
In that respect, we kindly ask you to contact the buyer and discuss the order details and delivery conditions for the payment in question. Alternatively, we may cancel the transaction manually and advise the buyer to place their order directly on the auction website.
In case delivery process has been initiated or the services/goods have been received at the time of receipt of this e-mail, please be kindly asked to provide us with a delivery proof document or screenshot showing complete details of the sender and recipient including name, address and date as a confirmation for the actions taken on your behalf.
Please note that lack of response to this message may result in reversal of the respective payment.

When I told him that sales were closed long ago and some lots already sold to other buyers, he sent me swearing email and left 0% feedbacks.
All for $19 he himself sent to a wrong direction.
