I have South America and other regions listed in My Conditions as an area I do not sell to.
Despite this I have had questions through Delcampe from a South American buyer who wants me to accept payment from a third party because he doesn't have a Moneybookers or PayPal account.
He has been VERY persistent about this, and I was sure he would eventually force my hand by bidding anyway, even though I had told him I rejected his payment method.
This left me no alternative but to blacklist him. Now I'm getting angry "Why did you blacklist me?" messages!
I wish the regional preferences actually STOPPED people from bidding. I have nothing against this person - he has a reasonable feedback history - but I just don't wish to accept his terms of payment as it is potentially problematic.
I even wish that "blacklist" could be termed "not accepted bidders" as "blacklist" implies something bad

Like you, when I first started on Delcampe I did not want to sell to certain areas. The reason being that the mail to those areas has a high incidence of "getting lost".
However, within the first 2 weeks I got sales to those countries and was faced with the dilemna of seeing it through or cancelling. I decided to go ahead and all went well.
Since simply "stating" that you don't sell to those countries, doesn't actually stop a potential buyer/bidder going for your items, I decided it didn't make much sense to impose restrictions. I must say, that I have had some very good S. American buyers and have not had any problems.
As far as receiving payment through a 3rd party is concerned: your would-be buyer asked you, I've had several instances, where I was simply told that that was what was going to happen after a sale had concluded. You are entirely within your rights to refuse such a request, but provided the persons who pays you gives you detailed instruction with a full address where to post the item(s) to, it shouldn't be a problem - PP has relaxed their rules a bit about this.
I think that it would be better, if people would automatically be stopped from bidding if the seller has expressed a wish not to sell to those countries. I for one have never looked at any regional restriction from any seller, when I've been interested in bidding/buying and potentially could get caught out by that.
Another flaw in the Delcampe system is the fact that you are receiving messages from him - according to their own info, when you blacklist someone they are not able to send you messages, yet it happens.

Like Mainly says, there should be no problem with accepting this transaction - I've been selling on eBay since 1999 and Delcampe since 2004 and must have sold to most 'problem' areas in that time, all with outstanding success, as well as receiving payment in every way imaginable - PayPal is far and away the most popular method but I've had a US buyer send $100 IN CASH and Asian buyers who have asked their brother/cousin/nephew to send payment and for me to deliver to a UK address so they can collect it 'next time they are here' and two successful shipments to India as well - a 'noted' problem area
If someone is happy to bid on my stuff and accept the risk involved in getting it to them, then I'm happy to share the risk in receiving payment and sending it. Remember you could just as easily have more problems selling to someone in the next town

As far as "problem areas" is concerned and items getting lost, I have about 10000 transactions behind me and have lost about 10 items. One to Brazil (and I was very suspicious about that one, because of the way the communication went - I was worried it was a scam before I'd even posted the goods), one to France, 3 or 4 to the USA and a similar number within the UK.
And likewise I have had buyers from these areas asking me to post to a UK address and from one I even used to receive a cheque from the person in the UK, without any problems.

Thanks to you and xtf70 for your rational comments about this. I've re-examined my attitude to this sort of transaction, and while I would much prefer not to involve third parties, I guess it all boils down to - if I don't get paid, I don't send the goods!
I must say I too have many succesful transactions with Russia, Ukraine, China and some South American countries, even though these are areas that some people shy away from selling to, because they've heard of problems involving them.
I will "unban" my buyer and hope that he's not too offended!

I agree with you regarding the term BLACKLIST.You would think that after all these years of Delcampe'exposure to the English community he would tidy up his translations and move from elementary school to graduate school in terms of his use of the English language.Another one that draws my attention is the statement Warning You Have No Common Language With This Person................will I be struck down by lightening if I attempt a contact...............I have suggested to Sebastien Please Note or words to that effect..............nothing has changed. Now I consider it a bit of a joke.
