            At the beginning of May, PayPal froze payments for items including the name of the countries subject to U.S. embargo (Cuba, Iran, Ivory Coast, Iraq, Lebanon, Libya, North Korea, Somalia, Sudan, Syria, Yemen, Zimbabwe). PayPal being a U.S. company, they had to apply restrictions.
            
            We were not notified  of these by the company. But the numerous testimonies of members  allowed us to be quickly aware of the situation. We immediately  contacted the PayPal company in order to learn more about this.
            
            They told us that this was the application of a new measure. The overall principle is that the sale of goods cannot bring money to countries under embargo,  because in this case they are automatically blocked. This blocking is  but only temporary when the names of countries in question are only  included in the title of the item and the sale does not  bring any money to countries under embargo. This is the case for the  vast majority of collectibles sold on our site.
            
            Delcampe being a company based in Europe, we do  not apply these restrictions. But the sellers accepting and using PayPal  are required to comply with this new measure.

                        From 2 to 4 May 2013 took place the Briefmarken Messe Fair in Essen, Germany. We thank you for coming to visit us. 
                        
                        We had the pleasure to meet many passionate philatelists. We have also had the confirmation that Delcampe is recognized and highly appreciated in the world of German Philately.              CULTURE / The first stamp...
            
            The  stamp is at the same time a necessary object for our postal  communications, and a very coveted collectible as well. Did you know  that it will soon be celebrating its 175th anniversary?
            
            The first appearance of the postage stamp dates back to 1840 and it is English! It is the Penny Black which revolutionized the world of communications.
            
            Before 1840, it was up to the  addressee to pay for the cost of transportation of the mail addressed to  him/ her. The price was often very high. The latter being adapted in  function of the weight and the distance traveled. Often the recipient  could not afford the expense and thus rejected the fold.
            
            The Briton Rowland Hill became aware of the negative effects of this system for both the public and the incomes of the postal services. In 1837, he suggested to create labels to stick on the envelopes, so that the postal charge is paid at the outset and not on arrival. He proposed a base price of 1 penny, about 50 times less than the current rates!
            
            It took 3 years for this postal reform to take  place due to the opposition of the postal administration, who only saw  the shortfall.
            
            The reform finally came into force on 6 May 1840. The first stamp was issued by the British Royal Mail the same year as a portrait of HM Queen Victoria at age 15. 
            
            Worth 1 penny and of black color, it is called Penny Black. The success is immediate in the UK and then spread around the world.
            
            The first countries to have issued postage  stamps after this were the Swiss cantons and Brazil in 1843, then the  United States and Mauritius in 1847. Followed France, Belgium and  Germany in 1849 and Canada in 1851.
